The text, as I remember it, makes the point that it seems implausible that these fantasy societies would never come up with the concept of gunpowder. The answer given in the default setting is that they have, or it has arrived from the outside, many times. Those responsible have been wiped off the map, all records of the event removed and all witnesses relocated. By whom? Well, if you spent several years studying, experimenting and generally not getting to go dance around the maypole with the being of your choice just so you could throw balls of fire at those who displease you wouldn't you make sure that you and your cohort weren't overrun by some peasants with flintlocks?

I could see an excellent campaign setting starting with a mission to get rid of the WWI tank at the behest of the Good Witches of the East ("You need to... throw it... into The Everburning Volcano of Mount Signha, yea, that's it. And for goddess sake don't let anyone see you with it!") that could then devolve into paranoia and secrecy. Are all the magic users working together on this? Even the illusionist gnome in the party?
